The DOST-VIII accorded special recognition to individuals who have made a remarkable contribution to the Science and Technology sector of Eastern Visayas during the fifty years of its operation in the area. These individuals were either serving as public officials or private individuals during the performance of their respective S & T contributions.

Citations were also given to the institutions who were co-implementors of the 2008 RSTW.

Three beneficiaries of the DOST SET-UP program who excelled among the others in terms of their contribution to socio-economic and science and technology utilization and innovation, and its performance as a beneficiary of the said program. These same adoptors were the region's representative to the national search for Outstanding Technology Adoptor. They are:

  2. Engr. Manuel A. Chua, Proprietor, Ormoc MAC Mercury Hardware & Allied Services, Inc
  3. Mr. Jesus F Doyon, Proprietor, Biliran Essential Oil Manufacturing Philippines, Inc.
Outstanding Technology Implementor award was also given to the top three performing schools as far as implementation of the DOST-Academe Technology Based Enterprise Development program (DATBED) is concerned. The awardees are:

  1. Eastern Visayas State Univesity (EVSU Carigara Campus, Carigara, Leyte)
  2. Visayas State University (VSU, Baybay, Leyte)
  3. Cabucgayan National School of Arts & Trade (CNSAT, Cabucgayan, Biliran)
Another special recognition was given to the three LGU's, through their Local Chief Executives, who are the major sponsors of the 2008 RSTW. They are:
