The celebration of the Regional Science and Technology Week in Eastern Visayas was a great success as hundreds of individuals flocked into the Kanhuraw Convention Center and the Leyte SMED Center in Tacloban City where simultaneous activities were conducted last July 29-31, 2008 in connection with the event. The 3-day event was able to highlight the major contribution of science and technology in the daily lives of student, the professionals, the industry, and the general public through different programs geared towards improving these sectors.

The events were jointly organized by the Leyte Science and Technology Foundation, Inc. (LSTFI), the Technology Application and Promotions Institute (TAPI-DOST), the Science Education Institute (SEI-DOST), and DOST-8. The major sponsors of the activities were the City of Tacloban through Honorable Mayor Alfred Romualdez, the LGU Province of Leyte through Honorable Governor Carlos Jericho Petilla, and the Congressional Office of First District of Leyte through Congressman Ferdinand Martin G. Romualdez.

The Opening Day was graced by the presence of the DOST Assistant Secretary and OIC of the Office of the Undersectary for Regional Operations, Dr. Carol M. Yorobe who highlighted the role of Science and Technology in nation building and the significance of the RSTW which form part of the larger events - the 8th Asean Science and Technology Week (July 1-11, 2008) and the National Science and Technology Week (July 7-11, 2008), respectively coordinated and spearheaded by DOST. This event were the major highlights as DOST celebrates 50th year as a government agency this year. Also present during the opening program were the DOST-8 Regional Director, Engr. Edgardo M. Esperancilla, Dr. Lesmes Lumen, the Chairman of the Leyte Science and Technology Foundation, Inc. who is the primary partner in the conduct of the activity, and the Mayor of Tacloban Hon. Alfred Romualdez.

As important as the opening ceremony the Closing Program marks the historical event in the pages of S & T in Eastern Visayas as DOST and the entire science community salute the contribution of 15 important people in their own field to what S & T has become in Region VIII during the 50 years of its advocacy. These people were honored by giving them plaques and certificates of appreciation. Also given certificates were DOST major partners which include 3 outstanding technology adotors under the DOST-SETUP program, 3 Outstanding DATBED implementors, 49 Institutions of Learning, National Agencies, Local Government Units, and Non-Government Organizations who were active partners of DOST-8 in 50 years of its existence.

Welcome Message

Excerpts from the Welcome Message of Hon. Alfred Romuladez,

In his welcome message, Mayor Afred Romualdez conveyed his congratulations to the department for its 50th anniversary. “The DOST has been in existent for the past five decades and lead a strong force in the development of science and technology in our country,” He cited The SONA of the President Gloria Macapagal Arroyo. He particularly stated that “70% of SONA were really addressing the critical situation of our country, mostly crisis pertaining to food, even fuel crisis, [and] living conditions of our people.” Putting in mind these problems, the mayor recalled that it was a Filipino who designed the first vehicle used in the moon. Perhaps he realized that basing on the ingenuities of the Filipino brilliant mind there is hope for our country as he stated that “if our government would put more emphasis and maybe even give more funding to the Department of Science and Technology it could be a big help in solving the crisis.”

With this in mind, he encouraged the S & T sector to “come up with something that could help us.” He pushed to come up with innovations that are adoptable to our culture something “that could help the living conditions of the people. Not only living conditions but even help build a strong foundation to improve the livelihood.”

With his desire to help he made assurance of support to the department and even suggested to “come up with a system wherein we can work hand in hand” where the City Government can give DOST more support in order to push the region to be out of poverty.

Highlights of the Press Conference and Launching of the Technology Business Incubator on Information and Communications Technology (TBI-ICT) Website

Website Launching:

The project is operated by the Provincial Government of Leyte through the leadership of Hon. Governor Carlos Jericho "Icot" Petilla and co-funded by the DOST. Present during the official launch of the website were the LSTFI president, Dr. Lesmes Lumen, DOST-8 Regional Director Engr. Edgardo M. Esperancilla, DOST Assistant Secretary Carol M. Press Conference:

Director Esperancilla gave an overview about the TBI ICT project and some important but brief information on the activities.

The first question asked was, "How was the PhP 7.0 Million project cost was allocated and what it is expected to achieve?"

Engr. Esperancilla clarified that the DOST, through TAPI, only provided a counterpart fund of PhP1.7 M for the project while the rest which include the building and other physical structures and management costs are shouldered by the Provincial Government. The TBI would serve as an incubation facility for starting ICT based SMEs who still lacks the resources to have its own facilities initially. In a period of about 2 years, the SMEs are expected to graduate, which hopefully after such period would already be able to sustain their own operation by establishing their own or rent facilities for their operations thereby making room for other starting SMEs.

Dir. Esperancilla cited some case studies based from Canadian experience that show 80-90% of SMEs who did not underwent incubation failed. But the percentage is reversed when incubation was undertaken giving only 10-20% chance of failure.

The next question revolved around the lack of available manpower in the ICT field within the region. "What strategies are done to meet the demand for human resources in the ICT field?"

Sir Ed responded to the queston by citing the fact that the lack of human resources is also one of the hindrances or point considered by incubatees. However there are complementary programs implemented by other line agencies that would hopefully address this issue. One of which is the TESDA ladderized programs implemented in most educational institutions in the region. This program allows student to gain knowledge in a ladder. After completing one year of a 4-year ICT course, the student already have the competence to work in ICT firms or proceed to another level of the skill ladder. The process produces available workforce along the way.

The next question mentioned on the fact the Philippines is being left behind in terms of technological development. "What DOST is doing to close the gap?"

Asec. Yorobe clarified the point that the country is not actually being left behind as far as technology is concerned. The problem is on the lack of investments both by the government and the private sector on S & T innovations. Because of this, DOST is doing all it can to raise investment levels among SMEs. He even cited that interventions however small could become considerable when replicated. Another approach she mentioned was through the scholarship programs of DOST in all levels from high school to post graduate which would satisfy the need for S & T capable human resource.

The next question touched on bio-fuels. "What do we do with bio-fuels? How do we help SME’s with the rising costs?"

Asec. Yorobe stated that DOST supports the programs on alternative sources of energy and bio-fuels. She mentioned bio-gas promoted in household and commercial applications. Director Esperancilla added that DOST also have initiated the promotion of bio-diesel and already have production facilities in Luzon. Dr. Roberto C. Guarte, an expert on non-conventional energy sources, who was present during the conference, added that his office focused on the study and promotion of alternative non-conventional energy sources such: biogas, photovoltaic, micro-hydro, biofuel, and others. He informed the group that, in collaboration with the Leyte Governor Petilla, he was going to test his bio-diesel formulation with a 1990s model of automobile engine.

On mention of Jatropha, a question was raised whether there is a mechanism that addresses the issue on competition of land resource allocated for plantation of bio-fuel sources and food sources.

As far as Jatropha is concerned, Dr. Guarte stated that Jatropha is not in competitive with rice & corn as far as land resources are concerned since this plant is not suited on areas devoted to rice and corn production. The competitor for Jatropha is wheat sorghum which is now grown widely in the region.

A question was asked directed to Dr. Lumen, LSTFI president, being also a member of the Provincial Board of Leyte if the council have support legislations to science and technology programs of the province. Dr. Lumen stated that they have not created support legislation yet. However they already have extended full support to the Department of Science and Technology in other tangible forms such as financial, technical, and manpower support to the programs and projects of the DOST in Leyte. These facts were directly corroborated by Dir. Esperancilla.

Excerpts from the Message of Dr. Carol M. Yorobe, Assistant Secretary and OIC, Office of the Undersecretary for Regional Operations DOST.

The Honorable Assistant Secretary Yorobe was introduced by no other than the Regional Director of DOST-8, Engr. Edgardo M. Esperancilla. Aside from her invaluable achievements which are an open book in the science community, the good Director mentioned a few words that described the lady administrator as "humble" and "soft-spoken," but jokingly he noted of her, based on his research, as once a "terror professor in UPLB. What else could be a best kicker, but to honestly say that the DOST top managers call her "BB" or beauty and brain.

In opening, Dr. Yorobe informed the group of being grateful to grace the opening ceremony of the Science and Technology Week celebration in Eastern Visayas. She acquaint everyone on the fact that the regional celebration forms part of the National Science and Technology week celebrated along with the Department's 50th Golden Anniversary with the theme 'Making Science Work for You.' The national celebration was conducted last July 7-11 at the World Trade Center in Pasay City in tandem with the 8th ASEAN Science and Technology Week which also included the ASEAN Youth Science Summit participated by delegates from ASEAN member countries. She was glad in informing the group further that a school from Eastern Visayas also attended the summit.

The meat the Assistant Secretary's message revolve around the role of DOST in nation building being the primary agency that "sets the direction of scientific and technological entity taking into consideration the economics that will contribute and spur economic growth." Being such, DOST "sets S & T programs to address priority concerns."

Commenting on the theme 'Making Science Work For You', Dr. Yorobe declared that "we in DOST have done our best to contribute to the development, however, there's much left to be done. We have to continuously address the concerns of society." "This," said reiterated, "we do through our programs," as she cited the major priorities of the agency.

Primarily, she mentioned the Small Enterprises Technology Upgrading Program (SET-UP) which considered as a proactive program geared towards improving productivity of MSMEs, which are considered the backbone of the country's economy. She encouraged these enterprises to "acquire technological innovations to improve their respective operations."

Also mentioned is the S & T Human Resource Development Program of the agency that provides scholarship grants to develop a critical mass of S & T capable workforce that would help in research and development activities and other scientific and technological programs. Special attention is also given on Science & Math Education. The Assistant Secretary also mentioned about the availability of world class laboratory facilities of DOST that would help in ensuring product quality of the MSMEs.

In closing, Dr. Yorobe picked the challenge aired earlier by Mayor Romualdez as she vowed to help through the DOST Regional office to improve the living conditions in Eastern Visayas through S & T intervention by focusing more on "basic technologies" that are more relevant in the lives of common people.

Excerpts from the message of Dr. Lesmes Lumen, President of the Leyte Science and Technology Founation, Incorporated (LSTFI)

The LSTFI taskmaster, in his part, accentuated the need for functional organizations that would help in advocating science and technology in the region. His organization is among those that endeavors to aid in transforming the potentials of scientific and technological advances into benefits of greater impact for the greater portion of society.

responding to the idea of impending food and fuel crisis, he stressed the need to act with urgency as he encouraged everyone to "better fast track our technology especially in increasing the rice yield in order to address the looming rice shortage in the country today. In the same manner we have to hurry up the production of alternative fuel to alleviate the price increase in oil."

Citing the report form the SONA of President Arroyo on availability of amazing rice production technology that could produce 96 cavans per hectare, Dr. Lumen speculated of a bright future full of hope "as new ideas, new concepts, new technologies being practiced by some of [our creative minds] who have the gifts and who have the technology," would emerge to help in addressing our society's common problems.

The LSTFI president ended his message by greeting the DOST-8 and the entire agency for its 50 years of existence.

The Bazaar Exhibitors

The NC dela Cruz Home of Pili Delicacies is a SET-UP assisted project from the Province of Northern Samar. The enterprise specializes in pili based home delicacies. DOST provided technical assistance in the form of technology acquisition and provision of other technical consultancy assistance.

TAPS Handmade Paper is located at Tanauan, Leyte and is another SET-UP beneficiary who availed of the assistance for the acquisition of additional equipment for the production of novelty bags and handicrafts made of natural fibers such as tikog, romblon, and abaca. The SME has also availed of continious technical and consultancy assistance from DOST.

Cocovine Enterprises from Tabon-tabon, Leyte specializes in coconut based vinegar production utilizing the accelerated vinegar production technology of the Industrial Technology Development Institute (ITDI-DOST). The SME was provided fund support by DOST-SETUP for the acquisition of the equipment used in vinegar production. Today Cocovine supplies the finest coco-vinegar in Eastern Visayas.

Gonzaga Venture produces virgin coconut oil (VCO) and other coconut products. They also produce other novelty products from wood and costume jewelries from shells and other indigenous materials. The SME hails from Quinapondan, Eastern Samar and was assisted by DOST with the improvement of its packaging system for the VCO product line. The packaging support include improvement of label design for VCO and bath soap and procurement of initial packaging materials such as PET bottles and labels. SET-UP also helped the SME acquire a coco-milk extractor used in VCO production.

Barcelo Wines produces the best coconut wine in Barugo, Leyte. The enterprise received technical assistance from DOST SET-UP through consultancy to improve their production systems, GMP, and the label design of its products.

Gina's Cakes and Pastry in Samar is another enterprise supported by the DOST-SETUP through the acquisition of tools and equipment to improve their efficiency in the production of cakes and pastries.

Bahandi products are made by different SMES throughout the region.

Major Issues/Concerns:

The issues and concerns taken up during the one-on-one consultation and open forum are as follows:

Mr. Reynaldo Ecleo of HICPPALC, Hernani, Eastern Samar inquired regarding vermi-composting and the use of trichoderma. Ms. Marilyn O. Radam, DOST-8, Sr SRS, discouraged them to use of trichoderma because of the need for the laboratory where culture of the organisms are undertaken. Ms. Radam informed the group the DOST is willing to provide information materials so they will have other options for organic fertilizer production, in order for them to decide which is adaptable in their area.
The Bayanihan, an association from Guiuan, E. Samar asked guidance on how to avail the SETUP Program. Ms. Mae Anne D. Reyes, DOST-8 Supervising SRS assisted the group and provided information.
On the Low Sugar, Low Fat Ice Cream, one of the participants lamented that maybe the technology is not appropriate in Borongan, Eastern Samar because of the frequent brown out.

Clinical Forms were distributed to the participants where technical problems on his/her firm are enumerated. These forms were collected and given to resource persons for the one-on-one consultation which followed later.
